ESC Region 13, in compliance with state law, often solicits products, services, and contract consultants through competitive purchasing utilizing RFPs and RFQs.

Current, open requests are posted below. Due dates and submission requirements are detailed in each separate request. ESC contact information is also listed in each separate request.

Qualified vendors and individuals are encouraged to submit.

    The Technology Services RFQ is an on-going RFQ that will close and re-open throughout the 2020-2021 school year. Proposals will be accepted on an on-going basis and forwarded to the evaluation team on February 9, 2021, April 9, 2021, June 4, 2021, and August 6, 2021. Additional dates for School Year (SY) 2021-2022 will be determined in August 2021.

    PROPOSAL ITEM:

    Education Service Center (ESC) Region 13 issues this Request for Qualifications (RFQ) to pre-qualify vendors to assist ESC 13 in providing technology services to its clients. These services include, but are not limited to: (1) designing and implementing websites; (2) technology project management; (3) online course instructional design; and/or (4) application development, maintenance, and support. Vendors may apply to be pre-qualified to provide expertise in this work.

    An applicant may be an individual, a group, or a company.

    • Individual applicants will present their experience with relevant and/or similar projects.
    • A company may be pre-qualified based on the qualifications of each consultant, including subcontractors. A consultant who is included as an employee or as a subcontractor of a company may also apply as an individual applicant.

    PROPOSAL ITEM:

    On behalf of the Texas Education Agency (TEA), Education Service Center Region 13 is seeking proposals to support the TEA’s strategic priority to build a strong foundation for reading and math with the goal of improving student achievement by procuring Texas Essential Knowledge and Skills (TEKS) and Texas Prekindergarten Guidelines (TPG) aligned instructional materials as part of the Open Education Resources initiative.

    With this solicitation, ESC Region 13 and the TEA seek to develop one full set of open education resource Integrated Prekindergarten curricular materials in both English and Spanish that are fully aligned to the Texas Prekindergarten Guidelines. Full sets are defined as comprehensive packages of curricular resources that cover 100% of the TPGs and support a minimum of 180 days of full-day instruction in brick-and-mortar, remote, and hybrid instructional settings. Full sets include everything an educator would need to execute effective, quality instruction including, but not limited to, the following materials: content and overall vision, suggested scope and sequence or overview of TPG coverage for the full academic year, teacher materials, student materials, formative assessments, remote learning guidance, and supporting digital and/or interactive tools (see Section 1.10.08 Guidelines and Criteria for further details).

    Open Education Resources are “teaching, learning, and research resources that reside in the public domain or have been released under an intellectual property license that allows for free use, reuse, modification, and sharing with others” (TEC § 31.002 (1-a)). Full sets will meet the requirements for inclusion on the instructional materials list adopted under TEC § 31.023 and will be included in the open education resources repository outlined in TEC § 31.083.

    ESC Region 13 will procure one full set of English and Spanish Integrated Prekindergarten instructional materials from exceptional Texas educators, nonprofits, and organizations. TEA will oversee lesson-level reviews (to be conducted by a third-party vendor) and editing (to be conducted by the materials vendor) and publish for public use.

    The timeline for this project is March 2021 – August 31, 2022 with the opportunity to renew until August 31, 2023.

Full sets are defined as high-quality, comprehensive packages of curricular resources that cover 100% of TEKS in a specific subject area and grade and support a minimum of 180 days of instruction in brick-and-mortar, remote, and hybrid instructional settings. Full sets include everything an educator would need to execute effective, quality instruction including but not limed to the following materials: content and overall vision, scope and sequence for the full academic year, teacher materials, student materials, formative and summative assessments, remote learning guidance, and supporting digital and/or interactive tools (see Section 1.10.08 Guidelines and Criteria for further details). ESC Region 13 will procure these full sets from exceptional Texas educators, nonprofits, and organizations, oversee review and editing of these materials in partnership with the Vendor, and publish for public use.

    In tandem with the development, review, and publication of the math full sets, ESC Region 13 and TEA seek, with this solicitation, to further customize the TEKS-aligned Student and Teacher editions of the TEA’s existing Math K-5 instructional materials offered through Texas Home Learning, which meet the licensing requirements of open education resources defined by the Texas Education Code § 31.002. Information about the TEA’s K-5 Math instructional materials may be found at TexasHomeLearning.org.

    The timeline for this project is February 2021 – August 31, 2022.

    PROPOSAL ITEM:

    Request for Qualifications (RFQ) to solicit qualified applicants to serve as one or more of the following:

    1. An Executive Advisor Firm (“Firm”) to the superintendents and Chief Innovation Officers of school districts participating in the System of Great Schools (SGS) Network.
    2. A Technical Assistance provider for a district recipient of the School Action Fund (SAF) Cycle 4 and beyond.
